NOA, NBC Launch Joint Committee to Promote Nigerian Cartoons
The National Orientation Agency (NOA) and the National Broadcasting Commission (NBC) have inaugurated a seven-member joint committee to develop a framework for the nationalisation of cartoons aired in Nigeria. The initiative aims to boost local content, preserve Nigerian culture, and instill national values among the youth.
The policy, approved by the Federal Executive Council last year, mandates that 70 per cent of cartoon content shown in Nigeria must be locally produced. At the inauguration, NOA Director-General Mallam Lanre Issa-Onilu stressed the importance of cartoons in shaping children’s identity, noting that foreign content has long dominated Nigerian screens. Quoting an African proverb, he said, “Until the lion learns to write, every story will glorify the hunter,” highlighting the need for children to see themselves positively represented.
Mallam Issa-Onilu linked the policy to the Nigerian Identity Project, which promotes values such as honesty, hard work, respect, discipline, and unity, while fostering cultural pride, resilience, and collaboration through homegrown content. He called on committee members to approach their work with dedication, discipline, and transparency.
Speaking for the NBC, Mrs. Stella Erhunmwunsee, Director of Broadcast Policy and Research, assured that the Commission would revise the Nigeria Broadcasting Code to mandate indigenous cartoons, collaborate with media houses, organise awareness campaigns, and provide technical training for compliance. She also noted the role of zonal directors in monitoring adherence to the policy. The committee includes Alhaji Nuhu Kobi, Mallam Bala Musa, Barr. Williams Dogo, Mrs. Blessing Oyem, and Mrs. Sherifat Adegbesan from NOA, and Mrs. Stella Erhunmwunsee, Susan Obi, and Pauline Ehusani from NBC.
