NOA Launches CLHEEAN Mobile App to Boost Citizen Engagement and Participatory Governance
The National Orientation Agency (NOA) has unveiled the CLHEEAN Mobile App, a new digital platform aimed at enhancing citizen interaction with government, providing real-time information, and encouraging active participation in national development.
At the launch, NOA Director-General Mallam Lanre Issa-Onilu described the app as a transformative step in Nigeria’s democratic process, bridging the gap between citizens and government. “For too long, we have faced a familiar challenge: citizens who want to be heard, and systems that do not always listen. Today, we begin closing that gap,” he said.
The CLHEEAN App features an AI-powered voice and chat assistant, multilingual support in Hausa, Yoruba, and Igbo, and interactive tools that allow Nigerians to access civic education, report issues, share ideas, and engage in policy discussions. The platform also offers campus debates, community forums, quizzes, and real-time updates, merging governance with accessibility and inclusivity.
Issa-Onilu highlighted that the initiative aligns with President Bola Ahmed Tinubu’s Renewed Hope Agenda, promoting transparency, accountability, and inclusive governance. “This is more than technology. It is a new way of governing, one that ensures citizens are not just informed, but involved; not just heard, but empowered,” he said.
The NOA urged all Nigerians to download the CLHEEAN Mobile App on iOS and Android devices, describing it as a critical tool for strengthening trust, amplifying citizen voices, and fostering participatory nation-building.
