NOA Dissolves WAI Brigade, Introduces Citizens Values Brigade

The National Orientation Agency (NOA) has dissolved its volunteer arm, the War Against Indiscipline (WAI) Brigade, and approved the creation of a new unit known as the Citizens Values Brigade.

The development follows approval by the Federal Executive Council (FEC) and aligns with the council’s resolution of September 2024 as well as the proposed amendment to the agency’s Establishment Act.

Director-General of the NOA, Mallam Lanre Issa-Onilu, said the restructuring reflects the government’s commitment to democratic ideals, adding that the WAI Brigade’s name and approach were no longer suitable in a democratic setting.

He explained that while the WAI Brigade played a significant role during the military era, its methods were inconsistent with democratic principles that promote persuasion over coercion.

The NOA boss disclosed that new guidelines for the structure, enlistment, and operation of the Citizens Values Brigade would soon be released. Former members of the WAI Brigade are expected to await the guidelines and reapply under the new arrangement.

Issa-Onilu added that the legislative process to amend the NOA Establishment Act No. 100 of 1993 is ongoing to align with the objectives of the Nigeria Identity Project.

He said the Citizens Values Brigade is part of a series of institutional reforms aimed at strengthening the agency’s operations and promoting the National Values Charter under the Nigerian Identity Project.

The new brigade will begin operations in primary and secondary schools, with 37,000 members to be recruited across the 36 states and the Federal Capital Territory.

According to the NOA, the Citizens Values Brigade will focus on promoting positive attitudes and behavioural change at the grassroots level, in line with the agency’s core mandate.
